The FGS was created by Decree 897/2007, and by law 26,425 promulgated on 12/4/2008, which in its first article provides for the unification of the Integrated System of Retirement and Pensions in a single public pension regime called the Argentine Integrated Pension System (SIPA) ). The regulatory provisions established that the total funds administered by the AFJPs will be transferred in kind to the SIPA's Sustainability Guarantee Fund. The FGS, administered by ANSES, assumed the ownership of shares in 44 companies in which the AFJPs had invested. The FGS is a fund to intervene in circumstantial contingencies economic activities that affect the payment of the assets of current and future retirees, with budgetary replenishment and safeguarding of their assets and investments. 

The Government's agreements with the IMF for the use of the FGS with other objectives, was already established in the Law of Historical Reparation, determining that the payment of the benefits established there may be met with the investments made by the FGS. In the agreement with the IMF, progress is made in the defunding, with the sale of shares and their use for pension payments. National Treasury Bills were acquired for $ 16,000 million. The sale of the resources of the FGS and the de-financing of the Pension System, are inserted in a broader process of integral reform of the pension regime established by law, with the constitution of the Pension Sustainability Council, chaired by the Minister of Labor and Social Security, which is in charge of preparing it to present to a Bicameral Commission of the National Congress and should be ready in 2019.

As we have been warning about the objectives of the IMF in Argentina and in the world so that the pension system, public, of distribution, assisted is privatized, today more than ever and by the current and future retirees, a broad unit of action is essential to install the debate in the Chamber of Deputies of the Nation of our bills to ensure these FIVE BASIC POINTS:

l) Minimum Retirement not lower than the Minimum Wage and Mobile Salary, and this is not inferior to the basket basic total, which today exceeds $ 20,000.

ll) 82% mobile on the salary of the active worker in his / her own position, office or function and the recomposition of having according to the work history of each worker at all scales.

III) Creation of the National Social Welfare Institute as an entity of non-state public law, administered by representatives of active workers, retired people and participation of the State.

IV) Normalization of the INSSJP (PAMI), ending the intervention.

V) Housing in commodatum for retirees and pensioners.

As we pronounce for the annulment of the antiterrorist law, we are against the decree that assigns a role in internal security to the Armed Forces and against all forms of State repression to the mobilizations and organizations of the popular movement.

Across the country, the people on the street have mostly given their verdict for a legal, safe and free abortion (ending the clandestinity and death of women) for equality against machismo and gender violence, which are part of the exploitative essence of the capitalist system.

UNIDAD DE TRABAJADORES ACTIVOS Y JUBILADOS PARA INPEDIR

EL DESFINANCIAMIENTO DEL FONDO DE GARANTIA DE SUSTENTABILIDAD (FGS) Y DEL SISTEMA PREVISIONAL.

El FGS fue creado por Decreto 897/2007, y por ley 26.425 promulgada el 4/12/2008, que en su artículo primero dispone la unificación del Sistema Integrado de Jubilaciones y Pensiones en un único régimen previsional público denominado Sistema Integrado Previsional Argentino (SIPA). Las disposiciones reglamentarias establecieron que el total de los fondos administrados por las AFJP se traspasarán en especie al Fondo de Garantía de Sustentabilidad del SIPA.

El FGS, administrado por ANSES, asumió la tenencia de acciones en 44 compañías en las que habían invertido las AFJP. El FGS es un fondo para intervenir ante circunstanciales contingencias económicas que afecten el pago de los haberes de los jubilados actuales y futuros, con reposición presupuestaria y resguardo de su activo e inversiones.

Los acuerdos del Gobierno con el FMI para la utilización del FGS con otros objetivos, ya fue establecido en la Ley de Reparación Histórica, determinando que el pago de los beneficios allí establecidos podrá ser atendido con lo producido por inversiones del FGS. En el acta acuerdo con el FMI, se avanza decididamente en el desfinanciamiento, con la venta de acciones realizadas y su utilización para pagos previsionales. 

Se adquirieron Letras del Tesoro Nacional, por $16.000 millones. La venta de los recursos del FGS y el desfinanciamiento del Sistema Previsional, se insertan en un proceso más amplio de reforma integral del régimen jubilatorio establecido por ley, con la constitución del Consejo de Sustentabilidad Previsional, presidido por el Ministro de Trabajo y Previsión Social, que tiene a su cargo elaborarlo para presentar a una Comisión Bicameral del Congreso Nacional y debería estar listo en 2019.

Como venimos alertando sobre los objetivos del FMI en Argentina y en el mundo para que el sistema previsional, público, de reparto, asistido se privatice, hoy más que nunca y por los jubilados actuales y futuros, es imprescindible una amplia unidad de acción para instalar el debate en la Cámara de Diputados de la Nación de nuestros proyectos de ley para que se garanticen estos CINCO PUNTOS BÁSICOS:

l) Jubilación Mínima no inferior al Salario Mínimo Vital y Móvil, y éste no inferior a la canasta básica total, que hoy supera los $20.000.-.

ll) 82% móvil sobre el salario del trabajador activo en su mismo cargo, oficio o función y la recomposición del haber conforme a la historia laboral de cada trabajador en todas las escalas.

III)  Creación del Instituto Nacional de Previsión Social como entidad de derecho público no estatal, administrada por representantes de trabajadores activos, jubilados y participación del Estado.

IV)    Normalización del INSSJP (PAMI), poniendo fin a la intervención.

V)      Vivienda en comodato para jubilados y pensionados. 

Así como nos pronunciamos por la Anulación de la ley antiterrorista, nos pronunciamos contra el decreto que asigna un rol en la seguridad interna a las Fuerzas Armadas y contra toda forma de represión del Estado a las movilizaciones y las organizaciones del movimiento popular.

En todo el país, el pueblo en la calle ya dio mayoritariamente su veredicto por un aborto legal, seguro y gratuito (poniendo fin a la clandestinidad y muerte de mujeres) por la igualdad contra el machismo y la violencia de género, que son parte de la esencia explotadora del sistema capitalista.
