EN ESTE 1425 MIÉRCOLES DE LOS JUBILADOS REAFIRMAMOS LA LUCHA POR UNA JUBILACIÓN, PENSIÓN Y SALUD QUE ASEGUREN UNA VIDA DIGNA.
La única forma de garantizar el 82% móvil sobre el salario del
trabajador activo en su mismo cargo, oficio o función- es con los recursos que
provienen de aportes de trabajadores activos, de contribuciones patronales y
del Estado. Para ello es imprescindible poner fin al trabajo no registrado, a
la desocupación y subocupación, a la disminución de las contribuciones
patronales, a la utilización de fondos previsionales para otros fines. Los
fondos de ANSES deben aplicarse en forma integral al pago de las prestaciones
previsionales. Todos los demás rubros que hacen a la Seguridad Social, de
absoluta necesidad y responsabilidad del Estado, deben proveerse con recursos
propios determinados en el Presupuesto de la Nación.
Las leyes de Previsión Social 18037 y 18038, que garantizaban a
los trabajadores jubilados mantener el nivel de vida que tenían como
trabajadores activos, fueron derogadas al entrar en vigencia las leyes 24241 y
24463 que, con modificaciones parciales, siguen vigentes.
Es imprescindible volver al Instituto Nacional de Previsión
Social para dirigir y administrar los fondos previsionales, que fue disuelto
por el Decreto 2284/91 y sustituido por la Administración Nacional de la
Seguridad Social (ANSES) con el decreto 2741/91. Reclamamos volver a crear el Instituto, que
funcionará de acuerdo a la Constitución Nacional, como entidad de derecho
público no estatal, sin fines de lucro, con autarquía y autonomía económica,
jurídica, financiera, contable y administrativa, dirigida por los
representantes de jubilados, trabajadores activos y la participación del
Estado.
Presentaremos por sexta vez nuestro proyecto de Nueva Ley
Previsional, que por decisión política de las mayorías parlamentarias de turno,
fue perdiendo estado parlamentario cada dos años. En esta oportunidad estará
avalado por la CAMPAÑA NACIONAL POR UN MILLÓN DE FIRMAS, para exigir su
tratamiento.Nuestra lucha es por un verdadero sistema de previsión social público, de reparto, asistido, intergeneracional y contra todo intento total o parcial de privatización a través de un sistema de capitalización individual exigido por el FMI, como las nefastas AFJP que ya padecimos.
¡Normalización del INSSJyP (PAMI)! ¡Fin de la
Intervención!
El Instituto Nacional de Servicios Sociales para Jubilados y Pensionados
(INSSJP) fue creado por el Decreto Ley N° 19.032 el 13 de mayo de 1971 y
reglamentado por Decreto N° 1157/71, como entidad de derecho público no estatal
con personalidad jurídica e individualidad financiera y administrativa, dentro
del régimen de la Ley de Obras Sociales e identificado como Programa de
Asistencia Médica Integral (PAMI).
El INSSJP(PAMI), que
tiene ya 48 años, fue sistemáticamente intervenido. En la última intervención
(el 2003 por 180 días) fueron designados un interventor y un subinterventor,
con cargos de director y subdirector y pasaron ya ¡16 años! Los trabajadores jubilados y activos exigimos
el fin de la intervención y su normalización ¡YA! ¡No al plan de vaciamiento y
privatización! Estamos debatiendo nuestro proyecto de ley de
normalización con los beneficiarios, los trabajadores del INSSJP (PAMI),
profesionales especializados y diputados para presentarlo nuevamente.
EN LO INMEDIATO: AUMENTO DE
EMERGENCIA ¡YA! EN TODAS LAS ESCALAS. NINGUNA JUBILACIÓN Y PENSIÓN INFERIOR A
LA CANASTA BÁSICA DE UN ADULTO MAYOR ¡SOLO CON UNIDAD Y LUCHA DE LOS
TRABAJADORES ACTIVOS, JUBILADOS Y DEL PUEBLO LOGRAREMOS NUESTROS
OBJETIVOS, GOBIERNE QUIEN GOBIERNE.

ON THIS 1425 WEDNESDAY OF THE RETIRED WE REAFFIRM OUR FIGHT FOR A RETIREMENT, A PENSION AND HEALTH CARE THAT ENSURE US A DIGNIFIED LIFE
The only way to guarantee 82%
variable raise on the salary of the active worker - in the same position, job
or function - is with the resources that come from contributions of active workers,
employer contributions and the State. For this, it is essential to put an end
to unregistered work, unemployment and underemployment, stop the reduction of
employer taxes and the use of pension funds for other purposes. ANSES funds
must be applied in full to the payment of social security benefits. All other
items that make Social Security an absolute necessity and responsibility of the
State, must be provided with their own resources determined in the National
Budget.
Social Security laws 18037 and
18038, which guaranteed retired workers to maintain the same standard of living
they had as active workers, were repealed when laws 24241 and 24463 were
passed. Although with partial modifications, these two laws remain in force.
In order to regulate and manage
pension funds, it is essential to return to the National Social Security
Institute which was dissolved by decree 2284/91 and replaced by the National
Social Security Administration (ANSES) with decree 2741/91. We claim a
reopening of the Institute and to run it according to the National
Constitution, as a non-state, non-profit public law entity, self-governed with economic, legal,
financial, accounting and administrative autonomy. The National Social Security
Institute should be directed by retirees and active workers representatives and
State participation.
We will present for the sixth
time our draft for a New Pension Law, which by political decision of the
parliamentary majorities on duty, was losing parliamentary status every two
years. This time it will be endorsed by the NATIONAL CAMPAIGN FOR A MILLION
SIGNATURES, demanding its Congressional discussion.
We fight for a true
system of public social provision, distributed, assisted, intergenerational and
against any partial or total privatization through an individual capitalization
system as required by the IMF. We have already suffered the disastrous AFJP. WE
WANT INSSJYP (PAMI) NORMALIZATION! END THE INTERVENTION!
The National Institute of Social Services for
Retirees and Pensioners (INSSJP) was created within the Law of Health Care and
identified as Comprehensive Medical Assistance Program (PAMI) by Decree Law No.
19.032 on May 13, 1971 and regulated by Decree No. 1157/71, as a legal
non-state public law entity, financially and administratively self governed.
The INSSJP (PAMI), which is
already 48 years old, was systematically intervened. In the last intervention
(2003 for 180 days), an auditor and a deputy auditor were appointed as director
and assistant director. Sixteen years have passed! Retired and active workers
demand the end of the intervention and its normalization NOW! We say no to the
emptying of its resources and the privatization plan! We are discussing our
standardization bill with its beneficiaries, the INSSJP (PAMI), specialized
professionals and congress representatives to present it again.
